In my experience I have found that most consumers are not aware that it is possible to rebuild the battery to their cordless drill. Rebuilding a battery has many benefits over buying new. Most often than not, it cost much less to rebuild a battery than to purchase a new one. Also, the quality of the cells used to rebuild a battery is usually greater than those that were originally used out of the factory. Lastly, environmentally speaking, every time a battery is rebuilt there is one less being disposed. Most every local Battery Shop offers such a service and there are dozens of companies whom offer this service online. Before having your drill battery rebuilt get to know the basics. A simple search of the Internet will help you discover the specifications of your cordless drill battery.
Chemistry
The three chemistries used in today's cordless drills are Nickel-Cadmium (NiCd), Nickel-Metal Hydride (NiMH) and Lithium-Ion (Li-ion). The most common is NiCd. The cost to rebuild a battery will mostly be determined by its chemistry. Each of the chemistries has a different set of characteristics and moving from NiCd to Li-ion has significant cost increases.

Voltage
Voltage will determine the amount of cells used to rebuild your cordless drill battery. The most common cell used in today's cordless drill batteries is the 1.2V Ni-Cd Sub C. To determine the amount of cells to be used to rebuild your battery divide the cordless drill battery's Voltage by the Voltage of each cell. For example, an 18V battery would use 15 1.2V Sub C cells.
Milliampere-hour (mAh)
In a basic sense the mAh rating of a cell denotes the 'run time'. The higher the rating the longer the battery will run before needing to be recharged. Common range for mAh ratings is between 1200 mAh and 2700 mAh. Most cordless drill batteries are built using 1200 mAh or 1500 mAh cells. High-end brand name drill batteries are commonly built with 2200 mAh or 2400 mAh cells.
Application
How you use your cordless drill will also help determine how much you are willing to invest in a new battery. Someone who is using their drills in Do-It-Yourself projects may be far less willing to pay for a Ni-MH 2700 mAh rebuild than the contractor who uses their drills for everyday commercial applications.
Knowing the basics of battery rebuilding will make you an informed consumer. Find a service provider who is willing to offer a warranty on their work and one willing to provide printed results of the post-build prime, charge and/or test of your newly rebuilt battery.

Why won't my engine start with new battery and starter?
i have a ford 460 in a jet boat. I just got the starter rebuilt and the battery replaced, but the starter is spinning to slow to start the engine, almost like the battery is dead. What would cause this?
measure the voltage across the battery terminals. if less than 12.65V, recharge or replace the battery.
the following steps assume clean and tight connections, including engine block grounds.
measure the voltage at the starter positive termal with the key turned to start. if 12+ volts, then either the starter is bad or the engine has seized.
bad voltage at the starter, measure the voltage at the solenoid input terminal (input from keyswitch). if 12+ volts, replace the solenoid.
bad voltage at solenoid means excess voltage drop on the circuit from the battery to the keyswitch back to the solenoid. troubleshoot keyswitch and wiring harness.
