You hit the post? Are you referring to the battery posts? Clean all the battery posts and cable connections, including the ground wire (the thick, heavy black wire), and where the black wire connects to ground (chassis). Add a little petroleum jelly to all the battery terminals.
The rebuilt starter could be bad. The solenoid should make a clunking noise and this noise shows it is functioning (internal contacts aside, that is). Did you connect the hot wire from the ignition switch to the solenoid? Change out the solenoid first as these are cheap, then look at your new starter, get it tested. just because it is new means nothing.
